Pet or animal hoarding is a mental condition where the individual cannot stop themselves from getting and keeping anywhere from several dozen to several hundred animals at one time. Although there are some breeders that have this many animals, the difference is hoarders confine and neglect the animals they view as their pets. They do not see how they are abusing the animals.
Most hoarders live in squalor and so do the animals. When they are discovered and the authorities come out to investigate, in most cases they find many dead animals, urine soaked everything, feces covered floors and walls, and many times starving and sick animals. They think they are helping and loving their pets and cannot imagine living without any of them, even the ones that have died.
Most states/cities do not have a definitive number a person must have before they are considered hoarders; it is the conditions of the animals and their housing situation. It is illegal in most places because of already set laws against animal abuse]. Hoarding pets/animals is abuse due to the living conditions most hoarders force them to live in, such as cages, cramped houses for the volume of animals, usually full of diseases and parasites, no ventilation, and left to reproduce unchecked.
